For more than sixteen years, Asma Al Rais has devoted her professional life to parliamentary work and the development of national policies, particularly in the fields of health and the environment. From the very beginning, her passion for research and analysis has been her guiding force not merely to extract numbers and facts, but to read between the lines and understand the stories that shape societies and inform decisions.

Early Journey and Career Path

Her academic journey began with a degree in International Studies (Political Science and Public Policy) at Zayed University, where she was drawn to analyzing political and social phenomena and linking them to real-life events. The turning point came when she applied for a position at the Federal National Council unaware at the time that this would mark the start of a long and meaningful journey of service and impact.

Through her work with specialized parliamentary committees, Asma discovered how deeply researched words and rigorous analysis could become powerful tools for influence and decision-making. From that moment, her path was clear: to continuously refine her research and analytical skills and to play an active role in shaping policies that directly affect people’s lives.

Challenges and Balance

One of the greatest challenges Asma faced was balancing the demanding nature of her work with her personal life. Preparing accurate reports and supporting the Council’s committees required long hours and constant focus on national issues. Over time, she realized that time management is not only an organizational skill but also the art of prioritization and having the courage to say “no” when needed to protect her personal space.

For her, personal space is essential for renewal and creativity. Whether through reading, writing, or quiet reflection, she finds balance and regains clarity and energy. This harmony, she believes, is the secret to sustainable success, allowing her to give continuously without losing herself or her passion for her work.

Achievements and Professional Pride

Among her proudest accomplishments is her active contribution to the development of national health policies, particularly initiatives aimed at enhancing fertility rates among Emirati citizens. She helped prepare in-depth studies and formulate strategic recommendations, many of which were later adopted into state healthcare policies and family support programs.

She also authored research and awareness articles on critical health and social issues, such as genetic diseases, obesity, and food safety, as well as the benefits of national service for youth. In addition, she organized and presented specialized awareness seminars at the Federal National Council such as one on genetic diseases highlighting the importance of premarital screening and early detection, and another on the challenges of climate change and its impact on public health and food security.

Her efforts were crowned with the Legislative and Oversight Sector Award in its first edition, in the category of Best Political Researcher a recognition that affirmed the value of transforming research into impactful policies that serve the nation and future generations.

Asma emphasizes that these achievements would not have been possible without the vision and support of Dr. Omar Al Nuaimi, Secretary General of the Federal National Council, and Dr. Saif Al Muhairi, Assistant Secretary General for Legislation and Oversight. Their guidance, trust, and encouragement created an environment that empowered researchers to excel and innovate.

The Role of Emirati Women

Asma believes that the role of Emirati women has undergone a remarkable transformation, evolving from limited traditional roles into true partnership in development and decision-making. She notes that this transformation was made possible by national empowerment policies and visionary leadership, enabling women today to hold high-ranking positions across various fields and become regional role models in active participation and leadership.

Inspiration and Guidance

She draws her greatest inspiration from Her Highness Sheikha Fatima bint Mubarak, the Mother of the Nation, whom she considers a symbol of wisdom and generosity. Though she has never met Her Highness in person, she sees her presence in every initiative, program, and success story that has uplifted Emirati women and inspired them to play leading roles in shaping the nation’s future.

A Message to the Next Generation

Asma’s message to ambitious young Emirati women is heartfelt and clear:
“Believe in yourselves and pursue your dreams with dedication and continuous learning. Do not allow fear or challenges to limit your ambitions. أكثر من ستة عشر عاماً كرّست أسماء الريس حياتها المهنية للعمل البرلماني وتطوير السياسات الوطنية، ولا سيما في مجالي الصحة والبيئة. منذ بداياتها، كانت شغوفة بالبحث والتحليل، لا بهدف جمع الأرقام والحقائق فحسب، بل لقراءة ما بين السطور وفهم الحكايات التي تشكّل المجتمعات وتوجّه القرارات

البدايات والمسار المهني

بدأت رحلتها الأكاديمية بدراسة العلاقات الدولية (العلوم السياسية والسياسات العامة) في جامعة زايد، حيث انجذبت إلى تحليل الظواهر السياسية والاجتماعية وربطها بالواقع المعيش. نقطة التحول جاءت عندما تقدمت للعمل في المجلس الوطني الاتحادي، دون أن تدرك حينها أن هذه الخطوة ستكون بداية لمسيرة طويلة وثرية في خدمة الوطن وصناعة الأثر

من خلال عملها مع اللجان البرلمانية المتخصصة، اكتشفت أسماء كيف يمكن للكلمة المدروسة والتحليل الدقيق أن يتحولا إلى أدوات مؤثرة في صناعة القرار. منذ ذلك الحين، كان مسارها واضحاً: تطوير مهاراتها البحثية والتحليلية باستمرار، والمساهمة الفاعلة في صياغة السياسات التي تمس حياة الناس بشكل مباشر

التحديات والتوازن

أحد أبرز التحديات التي واجهتها كان تحقيق التوازن بين متطلبات عملها المكثف وحياتها الشخصية. إعداد تقارير دقيقة ودعم اللجان البرلمانية كان يتطلب ساعات طويلة وتركيزاً دائماً على القضايا الوطنية. ومع مرور الوقت، أدركت أن إدارة الوقت ليست مجرد مهارة تنظيمية، بل فن في ترتيب الأولويات، والشجاعة في قول «لا» حين يلزم لحماية مساحتها الشخصية

وترى أن هذه المساحة ضرورية للتجديد والإبداع؛ سواء عبر القراءة أو الكتابة أو التأمل، حيث تستعيد توازنها وصفاءها الداخلي. هذا التوازن، في رأيها، هو سر النجاح المستدام، الذي يتيح لها أن تعطي بلا انقطاع من دون أن تفقد ذاتها أو شغفها بالعمل

الإنجازات والفخر المهني

تفخر أسماء بمساهمتها الفاعلة في تطوير السياسات الصحية الوطنية، خصوصاً المبادرات الهادفة إلى تعزيز معدلات الخصوبة بين المواطنين. فقد أسهمت في إعداد دراسات معمّقة وصياغة توصيات استراتيجية، تم تبني الكثير منها في السياسات الصحية وبرامج دعم الأسرة على مستوى الدولة

كما كتبت أبحاثاً ومقالات توعوية حول قضايا صحية واجتماعية محورية مثل الأمراض الوراثية، والسمنة، وسلامة الغذاء، إضافة إلى فوائد الخدمة الوطنية للشباب. ونظمت ندوات متخصصة في المجلس الوطني الاتحادي، من بينها ندوة عن الأمراض الوراثية ركزت على أهمية الفحص قبل الزواج والكشف المبكر، وأخرى عن تحديات التغير المناخي وانعكاساته على الصحة العامة والأمن الغذائي

وتُوّجت جهودها بحصولها على جائزة قطاع التشريع والرقابة في دورتها الأولى، في فئة «أفضل باحث سياسي»، وهو تقدير رسّخ قيمة تحويل البحث العلمي إلى سياسات مؤثرة تخدم الوطن والأجيال القادمة

وتؤكد أسماء أن هذه الإنجازات لم تكن لتتحقق لولا رؤية ودعم الدكتور عمر النعيمي، الأمين العام للمجلس الوطني الاتحادي، والدكتور سيف المهيري، الأمين العام المساعد للتشريع والرقابة. فقد شكّلا بيئة محفّزة وثقة دائمة مكّنت الباحثين من التميّز والابتكار

ترى أسماء أن دور المرأة الإماراتية شهد تحولاً جذرياً، من أدوار محدودة تقليدية إلى شراكة حقيقية في التنمية وصناعة القرار. وتشير إلى أن هذا التحول ما كان ليتحقق لولا سياسات التمكين الوطني ورؤية القيادة الحكيمة، التي فتحت الطريق للنساء ليتولين مناصب عليا في مختلف المجالات ويصبحن قدوة إقليمية في المشاركة الفاعلة والقيادة
